Outline

Sturgis must determine the intent of 10 North Korean sailors rescued by an American submarine when their Midget submarine sinks while dealing with an angry Korean-American intelligence officer (Tony Lee) and a possible SARS outbreak. Harm helps out Terrence Minnerly (Ossie Davis), a destitute African-American veteran who was once part of the Great Lakes Experience.
