Outline

The team investigates a shooting outside the Vietnamese Consulate just prior to an international conference at the venue that the Secretary of the Navy is scheduled to attend. But they soon find evidence suggesting that an illegal sweatshop might actually be a cover for a human trafficking ring or terrorists.
