Outline
The lead suspect for the murders of two Marines is a woman that Gibbs’ friend, Phillip Brooks (Don Lake), met on a dating website. Also, Sloane has a secret admirer on Valentine’s Day, and Torres is out of the hospital from the hit-and-run incident.
